Contract Officer – Outsourced Services (Nouakchott, Mauritania)

About the role

This is a contract, on‑site position based in the Nouakchott‑Nord Region, supporting outsourced service operations for World Bank Group activities in Mauritania. The role involves coordinating with local stakeholders, service providers, and internal teams to ensure effective delivery of outsourced services.

Key responsibilities

• Monitor service delivery performance and adherence to agreed service levels.
• Collect, analyse and interpret operational data to produce concise reports for project leads and management.
• Liaise with clients, partners and vendors to address service issues and escalate risks promptly.
• Support procurement and finance processes related to outsourced services, including budgeting, invoicing review and cost monitoring.
• Contribute to continuous‑improvement initiatives and assist in planning and implementing new or expanded services.

Required profile

• Strong analytical skills for data interpretation and evidence‑based decision‑making.
• Excellent communication and customer‑service abilities in a multicultural environment.
• Experience in sales or relationship management to handle vendor negotiations and alignment.
• Solid understanding of finance concepts such as budgeting and cost monitoring.
• Relevant experience in operations, vendor management or project coordination, preferably in international development or the public sector.
• Proficiency with standard office software and data tools; experience with reporting dashboards or project‑management systems is a plus.
• Ability to work on‑site, manage multiple priorities and collaborate effectively.
