People & Culture Officer/Specialist (Stretch Assignment)

About the role

This two‑month stretch assignment supports the People & Culture function in Nouakchott, ensuring continuity of HR operations during a transition period. The officer will work closely with the Head of Office, Management Team and Section Chiefs to align people management practices with UNICEF policies and strategic objectives.

Key responsibilities

• Support finalisation of ongoing recruitments, ensuring compliance with UNICEF procedures and coordinating onboarding for new staff.
• Assist with the rollout and monitoring of GSS2024 action plans and follow‑up on recommendations from the 2024 Office Retreat.
• Analyse Pulse Survey results, disseminate findings and coordinate implementation of agreed actions.
• Maintain and promote Duty of Care and staff wellbeing initiatives, including psychosocial support and medical partnerships.
• Contribute to the development of the new Country Programme Document (CPD) and other strategic HR initiatives.

Required profile

• UNICEF staff members on Fixed‑Term, Permanent or continuing appointments worldwide.
• Experience in HR processes such as recruitment, onboarding, employee wellbeing and policy implementation.
• Ability to work collaboratively with senior managers and multiple sections.
