Communications and External Affairs Officer

About the role

The Communications and External Affairs Officer will join the Western and Central Africa team of the World Bank Group’s Communications and External Relations (CER) unit, based in the Nouakchott Country Office. The role supports the design and delivery of stakeholder engagement, communications, advocacy and reputational risk management to advance World Bank priorities across the region.

Key responsibilities

• Develop and implement strategic communications and advocacy plans for regional and country initiatives.
• Manage stakeholder engagement with media, civil society, donor governments, private sector and international organisations.
• Support operational teams by preparing communication products, briefing notes and outreach materials.
• Monitor and mitigate reputation risks, ensuring alignment with the World Bank’s global communication strategy.
• Leverage traditional and digital tools, including social media and emerging technologies, to shape development debates.

Required profile

• Proven experience in communications, external affairs or stakeholder engagement, preferably in an international development context.
• Fluent in English and French; Arabic is an advantage.
• Strong understanding of development priorities and ability to work with diverse regional partners.
• Excellent writing, editing and presentation skills.
