HSE Officer – Solar PV & BESS Project

About the role

INTEC Energy Solutions is seeking an experienced HSE Officer to support a large‑scale Solar PV + BESS project in Nouakchott, Mauritania. The role focuses on implementing and monitoring health, safety and environmental practices across utility‑scale construction activities, ensuring a safe work environment for all personnel.

Key responsibilities

• Conduct daily HSE inspections across construction zones, identify hazards and ensure corrective actions are taken.
• Monitor compliance with procedures for work at height, excavation, heavy equipment, lifting and electrical activities.
• Verify proper use of personal protective equipment and safe work practices.
• Manage site traffic, vehicle movements, pedestrian segregation and enforce speed limits.
• Assess extreme weather conditions such as high temperatures and sandstorms and implement preventive measures.
• Exercise Stop Work Authority when serious HSE risks are identified and promptly report to management.
• Assist in preparing and maintaining project HSE risk registers and conduct risk assessments for solar construction tasks.
• Participate in incident, near‑miss investigations and support the implementation of corrective actions.
• Review Job Safety Analyses, method statements and Permit‑to‑Work/Lockout‑Tagout compliance before critical activities.
• Deliver HSE induction training for new employees and subcontractors.

Required profile

• Proven experience as an HSE Officer on utility‑scale solar or similar construction projects.
• Strong knowledge of occupational health, safety and environmental regulations applicable to large‑scale renewable energy sites.
• Ability to exercise Stop Work Authority and communicate safety concerns effectively.
• Excellent observational skills and attention to detail for hazard identification.
• Capability to work independently on site and coordinate with multiple contractors.
