Resident Advisor – Public Financial Management (Mauritania)

About the role

The International Monetary Fund’s Fiscal Affairs Department is seeking a Resident Advisor to support the Ministry of Finance in Nouakchott. The expert will strengthen macro‑fiscal forecasting, modelling, fiscal risk analysis and the integration of these tools into budget preparation and fiscal policy.

Key responsibilities

• Provide hands‑on capacity development and training to the Ministry’s Macro‑Fiscal Unit.
• Enhance macro‑fiscal forecasting, modelling and fiscal risk analysis capabilities.
• Improve macro‑fiscal reporting and communication with stakeholders.
• Identify and prioritize capacity‑development needs in collaboration with MFU staff.
• Coordinate with IMF headquarters staff, short‑term experts and development partners.
• Report to the Fiscal Affairs Department team in Washington, DC.

Required profile

• University degree (master’s level or higher) in economics, finance or a related field.
• At least four years of relevant professional experience; preference for ten years in capacity development or macro‑fiscal analysis within finance ministries, central banks or international institutions.
• Strong understanding of fiscal frameworks and their link to budget preparation and policy.
• Excellent interpersonal, communication and analytical skills.
• Fluent oral and written French.
