Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring and evaluation framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Design, implement and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Develop and manage evidence consolidation processes and impact assessments for donor‑funded, multi‑partner initiatives.
• Coordinate with partners to ensure consistent data quality and reporting across the programme.
• Provide analytical support and learning recommendations to inform policy dialogue and investment strategies.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for complex, donor‑funded programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
