Deputy Representative Operations (P-4) – Fixed Term, Nouakchott

About the role

The Deputy Representative Operations acts as a strategic business partner to the Head of Office, leading results‑driven initiatives and providing risk‑informed analysis across all operational functions. This fixed‑term position supports UNICEF’s mission in Mauritania by ensuring efficient, principled humanitarian action and sound management of resources.

Key responsibilities

• Lead and coordinate the five operational pillars – People, Money, Risk Management, Systems & Structures, and Partners.
• Provide strategic advice and solutions to enhance office performance and drive change.
• Oversee budget, financial management, reporting, and compliance with IPSAS and corporate ERP systems.
• Ensure timely and principled humanitarian response, including CLA responsibilities in cluster settings.
• Support risk management, audit, investigations, and enterprise risk frameworks.

Required profile

• Master’s degree or professional accounting designation (CA, ACA, ACCA, CPA, CIMA, etc.) with valid membership.
• Minimum 8 years of national and international experience in operations management, including finance, HR, supply chain, ICT, and results‑based management.
• Fluency in French and English; Arabic knowledge is an asset.
• Demonstrated ability to work in fragile, humanitarian contexts and with diverse partners.

Required skills

• Proficiency in Microsoft Office.
• Experience with Enterprise Resource Planning (ERP) systems.
• Knowledge of IPSAS (International Public Sector Accounting Standards).
• Results Based Management expertise.
