HSE Officer for Utility‑Scale Solar PV + BESS Project

About the role

The HSE Officer will implement and monitor health, safety and environmental practices for a large‑scale solar PV and battery storage project in Nouakchott. The role supports daily site operations, conducts inspections, delivers training and promotes a strong safety culture.

Key responsibilities

• Conduct daily HSE inspections, identify hazards and ensure corrective actions.
• Monitor compliance with procedures for working at height, excavation, heavy equipment, lifting and electrical works.
• Verify proper use of PPE and safe work practices, report unsafe conditions.
• Manage site traffic, extreme weather precautions and exercise Stop Work Authority when needed.
• Assist in risk assessments, maintain HSE risk registers and support incident investigations.
• Deliver HSE induction, toolbox talks and training on height, electrical safety, LOTO and first aid.
• Monitor environmental controls such as waste management, spill response and dust control.
• Ensure compliance with Mauritanian regulations, ISO standards and maintain HSE records and reports.

Required profile

• Degree or diploma in Occupational Health & Safety, Environmental Engineering or related field.
• 3–5 years site‑based HSE experience in construction/renewable energy, preferably solar PV EPC.
• Familiarity with ISO 45001 and ISO 14001 management systems.
• Professional proficiency in English and/or French; based in or eligible to work in Mauritania.
