People and Culture Specialist (P-3) – Fixed Term – Nouakchott

About the role

The People and Culture Specialist provides strategic HR services to UNICEF teams in Mauritania, ensuring that human resources support the organization’s mission and business goals. This mid‑level position is responsible for anticipating HR needs, developing solutions, and aligning HR management with programme objectives.

Key responsibilities

• Partner with programme and operations teams to deliver tailored HR services.
• Implement strategic human‑resources initiatives and policies.
• Provide learning and capacity‑development programmes for staff.
• Conduct HR data analytics to inform decision‑making.
• Support recruitment, performance management, and employee relations.

Required profile

• Proven experience in delivering HR services in an international or development context.
• Ability to anticipate organisational HR needs and design appropriate solutions.
• Strong understanding of HR policies, procedures and best practices.
• Excellent communication and stakeholder‑engagement skills.
• Willingness to work in a multicultural environment and adapt to local conditions.
