People and Culture Specialist (P-3) – Fixed Term – Nouakchott

About the role

The People and Culture Specialist supports UNICEF’s mission in Mauritania by delivering high‑quality human resources services that enable teams to achieve their programmatic goals. This fixed‑term position is based in Nouakchott and works closely with senior staff to align HR initiatives with business objectives.

Key responsibilities

• Provide strategic HR business partnering to enhance client capacity and performance.
• Implement assigned HR services, including recruitment, performance management, and employee relations.
• Lead learning and capacity‑development initiatives for staff.
• Conduct HR data analytics to inform decision‑making and improve processes.
• Anticipate HR needs and develop proactive solutions aligned with UNICEF’s objectives.

Required profile

• Demonstrated ability to deliver HR services in a complex, multicultural environment.
• Experience in strategic HR implementation and business partnering.
• Strong analytical skills for HR data interpretation.
• Capacity to develop learning programs and support staff development.
