People and Culture Specialist (P-3) – Fixed Term – Nouakchott

About the role

UNICEF is seeking a People and Culture Specialist (P-3) on a fixed‑term basis to support its mission in Mauritania. The role will be based in Nouakchott and will work closely with programme teams to align human‑resource services with UNICEF’s strategic objectives.

Key responsibilities

• Provide business‑partnering and strategic HR advice to line managers and staff.
• Implement assigned HR services, including recruitment, performance management, and employee relations.
• Lead learning and capacity‑development initiatives for staff.
• Conduct HR data analytics to inform decision‑making and improve service delivery.
• Support the development and execution of HR policies and procedures in line with UNICEF standards.

Required profile

• Relevant university degree in Human Resources, Business Administration, or a related field.
• Professional experience in HR business partnering and strategic HR implementation.
• Demonstrated ability to work in multicultural environments and handle sensitive information.
• Strong analytical mindset with experience in HR data analysis.
