Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on strengthening sustainable road maintenance financing systems across the ECOWAS region.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States.
• Provide technical assistance on sustainable financing mechanisms and governance systems for road maintenance.
• Prepare and review legal, institutional, and regulatory frameworks related to RMFs.
• Advise on user‑based financing approaches such as fuel levies and toll systems.
• Develop transparent, decentralised, performance‑based financing systems.
• Strengthen governance structures, operational procedures, and accountability mechanisms for RMFs.
• Draft technical guidelines, operational manuals, and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building workshops and technical training.
• Contribute to monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management, or transport sector reforms.
• Proven experience on infrastructure or transport projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• Minimum 7 years specifically related to Road Maintenance Funds or similar financing mechanisms.
• Demonstrated experience in institutional and legal reforms for transport or infrastructure financing.
